Title: PMEs portuguesas em alianças de l&D no âmbito do programa CRAFT: condições iniciais, problemas de cooperacão e resultados

Abstract: A formação de alianças de base tecnológica conheceu um incremento notável nas décadas de 1980 e 1990, representando actualmente uma estratégia empresarial importante. As muitas vantagens das alianças realçadas na literatura têm estimulado os governos e a UE a desenvolverem políticas de apoio à cooperação com vista a fomentar a competitividade industrial. Raramente, porém, são abordados empiricamente os problemas específicos da participação de PMEs em alianças de l&D. Este trabalho aborda esta problemática no quadro da participação de PMEs portuguesas no programa europeu CRAFT (1994-98). Os resultados indicam que a falta de empenhamento dos parceiros, os aspectos culturais e a falta de recursos internos são factores negativos importantes na implementação do projecto, mas as condições iniciais que estiveram na génese das alianças e a estrutura das alianças também são relevantes.
La formation d’alliances à base technologique a connu un essor notable au cours des années 80 et 90 et représente actuellement une stratégie d’entreprise importante d’accès à la connaissance technologique. Les nombreux avantages mis en valeur par la littérature économique ont stimulé les gouvernements et l’U.E à mettre en oeuvre des politiques d’appui à la coopération dans le but d’encourager la compétitivité industrielle. Néanmoins, il est rare que soient abordés empiriquement les problèmes spécifiques de la participation de P.M.E. à des alliances de R&D. Ce travail aborde cette problématique dans le cadre de la participation de P.M.E. portugaises au programme européen CRAFT (1994-1998). Les résultats indiquent que le manque d’engagement des partenaires, les aspects culturels ainsi que le défaut de ressources internes sont des facteurs négatifs importants pour la réalisation du projet ; toutefois, les conditions premières ayant été à l’origine des alliances ainsi que la structure de ces mêmes alliances sont également fondamentales.
The formation of new technology-based alliances increased significantly over the last two decades, being alliances currently an important strategy of firms in accessing technological knowledge. The many advantages of alliances emphasised in the literature have stimulated governments and the ELI to implement specific policies to support cooperation in order to improve industrial competitiveness. Rarely, however, are the specific problems of SMEs participating in R&D alliances empirically analysed. This work looks at these matters based on a sample of Portuguese manufacturing SMEs from several traditional sectors who participated in the collaborative programme CRAFT (1994-98) sponsored by the European Union. Findings show that the lack of commitment of partners, cultural aspects and lack of resources are the main negative aspects in the implementation of projects, but initial conditions are equally important.
