Starting from the geographical characteristics of the Portuguese territory, this study highlights the role of the sea in building up the Kingdom of Portugal. It contends that land expansion was, in some cases, achieved with a maritime support, that there were ‘fossados’ (devastating raids) also at sea, and several military offensives were carried out by sea. It approaches the theme of naval equipment with military purposes conducted by Portuguese monarchs and keeps track of the population settlement in the Atlantic coast territory. It finally gives an account of the vast maritime policy of D. Dinis - from the consolidation of the royal navy to economic increment of fishery and salt extraction and even to the fostering of trade by sea - which projected this monarch as “a planter of ships to be”, as in Fernando Pessoa’s Mensagem.eng
