Pragmatismo e reforma numa UE mais coesa: a propósito da união bancária

Abstract

A incerteza, as preocupações e mesmo a desilusão de muitos cidadãos perante os contornos da crise de 2010-2013, não nos devem afastar da análise rigorosa da evidência empírica disponível. Ora, os sinais emergentes reclamam a necessidade de uma reavaliação de cariz mais pragmático dos caminhos da integração europeia, numa altura em que o “método do Conselho” substituiu o “método da Comissão” no processo de decisão dentro da UE. Na busca de novas correlações torna-se, assim, imprescindível abrir hipóteses inovadoras sobre o sistema de governação, clarificando os seus próprios limites, e, explorando mais as dinâmicas efectivamente existentes, e menos as versões voluntaristas ou ideológicas. O aprofundamento atípico da integração na actual fase, levado a cabo sob a liderança do Conselho, e, em particular da Alemanha, constitui uma oportunidade de reforço institucional e político da UE no plano internacional que não pode ser desvalorizada.

The uncertainty, concerns and even the disappointment of many citizens in the contours of the 2010-2013 crisis , should not move away from the rigorous analysis of the available empirical evidence. However, emerging signs are calling for the need of a more pragmatic reassessment of the ways of the European integration, at a time when the "method of the Council" has replaced the "method of the Commission" in the decision-making process within the EU. In search of new correlations, it becomes therefore essential to open innovative hypotheses about the system of governance, clarifying their own limits, and exploiting more effectively the existing dynamics, and less the volunteering or ideological versions. The atypical deepening of the integration at this stage, carried out under the leadership of the Council and, in particular, of Germany, is an opportunity for institutional and policy strengthening of the EU, at international level, that can not be undervalued.
