O problema das instabilizações de taludes em Coimbra

Abstract

Em Coimbra, as instabilizações de taludes tem sido um problema grave nos últimos anos, em resultado das características geológicas e geotécnicas dos terrenos, da meteorologia, do deficiente dimensionamento dos taludes ou da má construção. Nos aterros não é muitas vezes feita a adequada preparação da fundação, nem o controle de construção, sendo os solos de aterro frequentemente despejados, ficando num estado muito solto. Nas escavações não são muitas vezes consideradas as características geológicas e geotécnicas relevantes para a estabilidade, nem tomadas as medidas de suporte adequadas. É pois imperioso definir as situações de projecto e de obra que devem contemplar um projecto de estabilidade de taludes. Quanto aos depósitos de restos de construções há necessidade de criar um aterro controlado para os receber. O novo Regulamento Municipal de Urbanização e Edificação de Coimbra já contempla muitas das preocupações apresentadas.

Les instabilisations de pentes à Coimbra sont un problème grave, avec de grands coûts dans les dernières années. Pour ce problème ont contribué les conditions géologiques et géotechniques des terrains, la météorologie, le dimensionnement insuffisant et aussi la mauvaise construction. Les sols sont souvent vérses dans les pentes, restant lâches, sans préparation de la fondation, ni control de la construction. Dans les excavations les caractéristiques géologiques et géotechniques importantes pour la stabilité ne sont pas considérées. Il est urgent préparer des règlements établissant les situations de projet et de construction qui devront contempler un projet de stabilisation de pentes. Dans ce qui concerne aux dépôts de restes de construction il y a la nécessité de créer un remblais contrôlé pour les recevoir. La nouvelle réglementation de Urbanisation et Édification de Coimbra, traitera beaucoup des problèmes présentées.

In the area of Coimbra the landslides are an important problem, due to the high costs spent by the Municipality in the last years. The analysis of several cases of landslides occurred in excavated slopes and in embankments shows that, for this problem have contributed the geological and geotechnical characteristics of the terrains, the meteorology, the deficient dimensioning or its absence, together with a bad construction and the lack of construction control. The landslides occur essentially in embankments, in superficial soils and on excavation slopes of high height. Frequently the embankments are dumped, acquiring a loose state, without an appropriate preparation of the foundation. In the excavation slopes the necessary measures to maintain its stability in function of its height, inclination and characteristics of the slope materials are not taken. It becomes necessary overcome the existent gaps in the ambit of the urban licensing and control of the Municipality of Coimbra, as a way to control or reduce the situations that can trigger landslide processes. It is imperious to define the situations of project and construction that should have a project of slope stability executed by a specialized technician. Concerning the dumping of constructions wastes, the Municipality needs to create a controlled landfill operated with a specific project. The new regulation of Urbanization and Construction of Coimbra already contemplate many of the presented concerns.
