At the end of the 19th century, the idea of a united Europe was again revived in the context of political and intellectual life. Taking up again the utopianism of the 1848 "Springtime of the People", this idea acquired a new vigor with the pacifist movement, which became stronger especially after 1889, when the First Universal Peace Congress was held in Paris. Numerous congresses of militants and interparliamentary conferences (20 and 18, respectively, were held before 1914) consolidated European pacifism and supported the project of a Federation, which the ideological heterogeneity of the movement allowed to coexist with patriotism, liberalism and cosmopolitanism. Thus, although not proposing original ideas for Europe, the Universal Peace Congresses held in the late 19th and early 20th centuries significantly contributed to spreading the debates about Unity and Peace in Europe that were the order of the day among European elites.eng
