A NATO, a União Europeia e a política de defesa em Portugal

Abstract

A definição da estratégia e da política de defesa nacional de Portugal é inseparável da evolução daqueles que são os dois pilares fundamentais da comunidade de defesa euro-atlântica: a NATO e a União Europeia. Vivemos, hoje, um momento que poderá constituir uma oportunidade de mudança: celebram-se sessenta anos da fundação da Aliança Atlântica e debate-se um novo conceito estratégico para a NATO; celebra-se uma década da Política Europeia de Segurança e Defesa (PESD) e espera-se uma nova prioridade à defesa europeia. Mas mais do que isso, é necessária uma visão estratégica comum, sem a qual a complementaridade entre a Aliança Atlântica e a União Europeia no domínio da defesa e da segurança não se pode estruturar de uma forma estável e permanente.

The definition of the national defense strategy and policy of Portugal is inseparable from the two fundamental pillars of the Euro-Atlantic defense community: NATO and the European Union. The current period could provide an opportunity for change: we are commemorating the 60th anniversary of the foundation of the Atlantic Alliance and a new strategic concept for NATO is being debated; we are celebrating a decade of the European Security and Defense Policy (ESDP) and expecting European defense to be newly redefined as a priority. However, more than this, what we need is a common strategic outlook, without which the complementarity of the Atlantic Alliance and the European Union in the field of defense and security cannot be structured in a stable and permanent manner.
