Entre a tradição e a revolução: discursos da Coroa

Abstract

Os discursos do trono, nomeadamente os proferidos nas duas primeiras décadas da vitória da monarquia constitucional representativa, afiguram-se fulcrais para conhecer o pensamento político liberal, não tanto pelo seu conteúdo, mas pelo significado e pelos longos debates que suscitaram. Por eles, tornaram-se evidentes as tensões entre os partidários da tradição - soberania régia - e os da revolução - soberania nacional - e as ideias que marcaram o despontar da contemporaneidade política em Portugal através da sua efectiva concretização. Assim, as concepções enunciadas pelo direito natural - liberdade, segurança e felicidade - emergiram como expressão da vivência dos seres humanos e não apenas como princípios teóricos e abstractos. O modo como foram equacionados no âmbito da monarquia representativa e detectados ao longo dos debates sobre as propostas de resposta aos discursos da coroa é revelador da forma como a tradição monárquica acolheu a mensagem da revolução, ao mesmo tempo que a realeza conviveu com a representatividade da sociedade através dos seus membros enquanto seres humanos dotados de direitos naturais.

The speeches from the throne, especially those delivered in the two decades following the victory of the constitutional representative monarchy, appear to be central to understanding liberal political thought, not so much for their content, but rather for their meaning and for the long debates that they caused. As a result of these debates, tensions became evident between the supporters of tradition - royal sovereignty - and supporters of revolution - national sovereignty - as well as the ideas that marked the emergence of contemporary politics in Portugal. Thus, concepts of natural law such as liberty, security and happiness emerged as an expression of human experience and not merely as theoretical and abstract principles. The way in which they were addressed within representative monarchy and detected throughout the debates about the proposals of response to the speeches of the crown is revealing of how the monarchical tradition received the message of the revolution, at the same time that the royalty lived with the representativeness of society through its members as human beings endowed with natural rights.
