Os debates na assembleia constituinte sobre a autonomia dos Açores: repercussões na imprensa açoriana

Abstract

From the second half of the 19th century onward, owing to political, economic and social circumstances, the autonomy of the Azores was particularly highlighted by the Azorean press. The present paper – after a brief introduction to the autonomist movements, their evolution and results in the administrative organization of the island – will focus on the repercussions of the Constituent Assembly debates of Title VII of the Constitution of the Portuguese Republic - “Autonomous Regions” - in two Azorean daily newspapers. But the regional press debate on the evolution of the political process that would lead to the autonomy of the Azores and Madeira in the Portuguese Constitution transcends the debates of the Constituent Assembly to address the vicissitudes surrounding the approval process of the Provisional Statute of the Autonomous Region of the Azores. The newspapers under consultation openly criticize the attempts to limit the scope of the autonomist prerogatives proposed by the 8th Committee and the repeated postponement of the Provisional Statute of the Autonomous Region of the Azores approval.

A partir da segunda metade do século XIX, a temática da autonomia dos Açores mereceu, conforme as conjunturas políticas, económicas e sociais, especial destaque na imprensa açoriana. Neste artigo – e após uma introdução em que se apresenta uma perspetiva necessariamente resumida da evolução dos movimentos autonomistas e dos seus resultados na organização administrativa insular – centramos a nossa pesquisa nas repercussões em dois dos jornais diários açorianos dos debates na Assembleia Constituinte sobre o Título VII da Constituição da República Portuguesa: “Regiões Autónomas”. Mas o debate na imprensa regional sobre a evolução do processo político que conduziria à integração da autonomia dos Açores e da Madeira na Constituição ultrapassa os próprios debates na Assembleia Constituinte para se centrar também nas vicissitudes que rodearam o processo de aprovação do Estatuto Provisório da Região Autónoma dos Açores. Os jornais consultados criticam abertamente as tentativas de limitação do alcance das prorrogativas autonomistas constantes da proposta pela VIII Comissão e o sucessivo adiamento da aprovação do Estatuto Provisório da Região Autónoma dos Açores.
