Que autonomia política regional para os Açores e a Madeira no século XXI?

Abstract

This paper has three sections. Starts tracing the emergence and consolidation of regional political autonomy at the European level, in particular following the First World War and the recognition of Aland autonomy. Turning to our country, the second section identifies the Portuguese adoption of regional autonomy for the Azores and Madeira in the second half of the XX century, inserting it in the context of overall European experience. Finally, assuming a prospective character, the last section presents a few proposals aiming at the consolidation and modernization of the regional political autonomies of the Azores and Madeira as well as the respective adequacy to the requirements of contemporary life.

Este trabalho desenvolve-se em três secções. A primeira, traça a emergência e a consolidação da autonomia política regional à escala europeia, desde a I Guerra Mundial e a consagração da autonomia das ilhas Aland. Debruçando-se sobre o nosso país, a segunda situa a experiência portuguesa no quadro europeu. Por fim, assumindo uma natureza de carácter prospectivo, a última secção apresenta algumas propostas visando a consolidação e a modernização das autonomias políticas portuguesas dos Açores e da Madeira e a respectiva adequação às exigências da contemporaneidade.
