Turismo fluvial, lazeres em águas interiores e desenvolvimento local e regional

Abstract

O presente artigo parte da investigação realizada no âmbito do turismo fluvial e dos lazeres em águas interiores em Portugal. Realça a importância do rio como atração turística e como património. A conceptualização do turismo fluvial é um dos seus contributos. Esta centra-se no stricto sensu do turismo fluvial, evidencia a sua amplitude, a sua acentuada ancoragem territorial e sua importância para o desenvolvimento local e regional. A análise retrospetiva da valorização dos rios em Portugal releva as potencialidades do território nacional e o caráter relativamente recente e pontual dos investimentos para valorizar as águas interiores para os lazeres e para o turismo. O rio Douro é um caso paradigmático do turismo fluvial em Portugal. Os dados evidenciam um crescimento muito acentuado dos passageiros na via navegável do Douro a partir de 2011, explicado , fundamentalmente, pelo aumento de passageiros que realizam um cruzeiro fluvial na mesma albufeira; uma importância desigual de passageiros nos cais de acostagem, destacando-se Régua, Sabrosa/Pinhão, Gaia e Barca d’Alva; uma expressiva sazonalidade dos cruzeiros fluviais; uma preponderância de portugueses nos cruzeiros fluviais de um dia e de turistas internacionais nos cruzeiros em barco-hotel. A investigação sugere a importância de se inventariarem as potencialidades do território nacional em t ermos de turismo fluvial e de lazeres em águas int eriores e de se analisar e monitorizar a procura para melhor gerir a oferta.

This article takes the research undertaken on river tourism and leisure on inland waterways in Portugal as its starting point. It highlights the importance of rivers as tourist attractions and as heritage. The conceptualization of river tourism is one of its contributions. It focuses strictly on river tourism, and shows its extent, its significant foothold in the territory and its importance for local and regional development. The retrospective analysis of the exploitation of rivers in Portugal examines the potential of the national territory and the relatively recent and timely nature of invest ments made to exploit the inland wat erways for leisure and t ourism. The Douro river is a prime example of river tourism in Portugal. The data show a very strong growth of passengers on the Douro waterway from 2011 on, explained essentially by th e increase in passengers who take river cruises there, with differing levels of importance of passengers at the berths, particularly at Régua, Sabrosa/Pinhão, Gaia and Barca d’Alva. There is also a significant seasonality of river cruises, and a prevalence for Portuguese people to take one-day cruises while international tourists prefer hotel boat cruises. The research suggests the importance of inventorying the national territory’s potential when it comes to river tourism and leisure on inland waterways and of analysing and monitoring demand so that the supply can be managed better.
