Abstract: If we want to understand the meaning of constitueionalism evolution in history, it is necesary to create a model. We think that there are two- forms — constitution and chart — coexisting under three political options; the revolutionarian one, which gives legal initiative to chosen representatives; the authoritarian, in which the parliament only takes part in debating the bills of the crown; and finally, the option that throve in liberal countries after the revolution, and which recognize legal initiative to the crown as well as to the parliament.
