Del Gobierno de la Monarquía al Gobierno de la Sociedad

Abstract

Hacia los años treinta del siglo XIX, los liberales consiguieron asentar la idea de la monarquía constitucional como el mejor gobierno posible. Lo hicieron renunciando a una preponderancia del principio de la soberanía nacional y dando entrada – no en la constitución pero sí en el sistema político – a la Administración como el nuevo nervio esencial del sistema. Este texto analiza algunos rasgos de la cultura política que primó desde entonces el gobierno de la sociedad desde la tutela de la Administración.

By the thirties in the nineteenth century liberals reached to impose the constitutional monarchy as the best possible government. They had to renounce to the principle of national sovereignty and they also admitted that the Administration constituted the new nerve of the political system even if it was not defined as such in the constitution. This article analyzes some aspects of the political culture that gave priority to the problem of the government of the society under the tutelage of the administration.
