Liberdade de circulação do conhecimento no domínio da segurança e defesa na União Europeia: o caso do Erasmus militar em Portugal

Abstract

The aim of this essay is to explain how the evolution of free movement of knowledge and mobility occurred at a European level within the fields of security and defense. Building on the evolution of the Area of Freedom, Security and Justice in addition to the Common Security and Defense Policy, we frame the systems developed by these very policies and how they are interlinked with the circulation of knowledge at a European level. On the other hand, we also try to explain the apparently divergent paths and methods that both policies followed, while focusing on the exploration of the Portuguese case. We offer primary attention to the development of Military Erasmus in order to demonstrate its weak implementation and development at national level, despite the urgency in its application. This is a necessity which derives from the need to disseminate knowledge, integration and academic internationalisation of military and police institutions of higher education. Finally, we strive to determine the various mutations, constraints and challenges faced by Military Erasmus in Portugal, as well as establish the importance of its implementation/development to the credibility of national military and police institutions as well as the strengthening of knowledge in the fields of security and defense of the European Union.

O objetivo do presente capítulo é explicar como evoluiu a liberdade de circulação do conhecimento e mobilidade no âmbito europeu nos domínios da segurança e defesa. Partindo da evolução do Espaço de Liberdade, Segurança e Justiça e da Política Comum de Segurança e Defesa vamos enquadrar os mecanismos que estas políticas desenvolveram e se interligam com a circulação do conhecimento a nível europeu. Por outro lado, procuramos explicar os caminhos e métodos aparentemente divergentes que ambas as políticas seguiram, tendo como foco prioritário o caso português. Vamos dar um enfoque especial ao desenvolvimento do Erasmus militar, procurando explicar ainda a sua fraca implementação e desenvolvimento a nível nacional, pese embora haja uma necessidade premente do seu incremento, dada a necessidade de difusão do conhecimento, da integração e de internacionalização académica das Instituições de ensino superior militares e policiais. Por fim, procuramos identificar as diferentes metamorfoses, constrangimentos e desafios do Erasmus militar em Portugal, bem como a sua necessidade de implementação e incrementação para a credibilidade das Instituições militares e policiais, do país e do fortalecimento do conhecimento nos domínios da segurança e defesa da União Europeia.
