Riscos e acidentes nos transportes: perspetiva (inicial) da geografia dos transportes

Abstract

In recent years, the exponential increase in the mobility of people and goods has intensified the flows and traffic density in the various modes of transport (air, road, rail, sea/river and pipeline). This increase has made it essential to analyse the risks that result from constraints caused by the infrastructure conditions, by the transport modes/ equipment used and by the framework of the context of the human resources who use them. Despite the scanty coverage of this theme by the literature, particularly in terms of geography, it is crucial to analyse the (im)balance between these elements because this can lead to accidents (full manifestations of risk). The geographical/territorial dimension is key to understanding the actors involved in these disaster scenarios (and their mitigation), and potentially to preventing them.

Nos últimos anos o aumento exponencial da mobilidade de pessoas e mercadorias tem intensificado os fluxos e densidade do tráfego nos diferentes modos de transporte (aéreo, rodoviário, ferroviário, marítimo/ fluvial e tubular). Este incremento torna central a análise de riscos que resultam de condicionamentos causados pelas condições das infraestruturas, meios/equipamentos de transporte utilizados e enquadramento dos recursos humanos que os utilizam. Independentemente da parca abordagem desta temática pela literatura, nomeadamente no quadro da Geografia, é central que se analise o (des)equilíbrio entre estes elementos pois daí poderão resultar acidentes (plenas manifestações do risco). A dimensão geográfica/territorial é central para a perceção dos atores envolvidos nestes cenários de catástrofe (e na sua amenização) e numa lógica de prevenção.
