O multilateralismo e a paz liberal

Abstract

This chapter addresses issues regarding the promotion of international peace and security within the framework of multilateralism, with a particular focus on the United Nations, as the main promoter of liberal peace. From an analysis of the evolution of the relation between liberal peace and multilateral practices, it identifies the challenges posed both at the level of intervention mandates and the management and evaluation of missions. The discussion of the liberal peace model and the type of interventions it entails and promotes allows for the identification of some of the most pressing questions regarding the relation between multilateralism and the broader global interventionist agenda, in its different modalities. The main argument put forward is that this liberal peace agenda determines both the decisions on where and how to intervene. Both dimensions reflect, to a great extent, the perceptions of the USA as the dominant power in what concerns the threats to peace and the means of response, aiming at guaranteeing the reproduction of a model that privileges the stability of the centre of the international system, thus externalising insecurity to its margins.

O capítulo aborda as questões da promoção da paz e da segurança internacionais no âmbito da prática multilateral, com particular enfoque na Organização das Nações Unidas (ONU), enquanto catalisadora de um modelo de paz liberal. Partindo da análise da evolução da relação entre a paz liberal e a prática multilateral, procura-se identificar os desafios que se colocam, quer ao nível da definição dos mandatos de intervenção, quer da gestão das missões e da sua avaliação. A discussão do modelo de paz liberal e do tipo de intervenções que dele decorrem permite identificar as questões mais prementes da relação do multilateralismo com a agenda de intervencionismo global, nas suas diferentes modalidades. O argumento central deste capítulo sustenta que a agenda da paz liberal determina, quer o âmbito da decisão sobre onde intervir, quer o modo de o fazer. As duas dimensões refletem em grande medida as perceções da potência dominante, os EUA, no que toca às ameaças à paz e os meios de resposta a esta situação. Visam garantir a reprodução de um modelo que privilegia a estabilidade do centro do sistema internacional, externalizando a insegurança para as suas margens.
