Abstract: This article traces the origin and legal transformation of the Portuguese law created to regulate the installation of unhealthy, uncomfortable or dangerous industrial establishments in the nineteenth-century. It also evidences the importance of this regulation for the history of administrative licensing procedures, given the petitioners’ obligation to submit the building ground-plans with the application. The drawings of the Coimbra district, existing in the Archive of the University of Coimbra, are used as an example of its practical application.
Neste artigo traça-se a origem e a transformação jurídica da lei portuguesa criada para regular a instalação dos estabelecimentos industriais insalubres, incómodos ou perigosos, no século XIX. Evidencia-se, ainda, a importância deste regulamento para a história dos procedimentos administrativos de licenciamento, dada a obrigatoriedade dos impetrantes entregarem junto com o requerimento as plantas dos edifícios. Como exemplo da sua aplicação prática usam-se as plantas dos processos do distrito de Coimbra, existentes no Arquivo da Universidade de Coimbra.
