O tratado luso-britânico de 1878: história de um acordo tecnodiplomático em três atos

Abstract

Em 1872 um diferendo alfandegário na Índia entre Portugal e Inglaterra dava início a um processo negocial que culminou na assinatura de um tratado entre aqueles dois países para regular as suas relações naquela parte do mundo. A discussão, que foi alargada a outros aspetos que não apenas os aduaneiros, desde cedo exibiu um grande distanciamento de posições no que respeitava à inclusão de um compromisso para construir um caminho-de-ferro desde o porto de Mormugão em Goa até ao coração da Índia Britânica, desejado por Portugal, mas rejeitado por Inglaterra. Neste artigo iremos analisar este processo diplomático sob o ponto de vista do conceito de tecnodiplomacia. Pretendemos demonstrar que o sublime técnico inerente aos caminhos-de-ferro influenciou indelevelmente a negociação, com consequências sobre a aplicação do tratado na Índia Portuguesa, e assim contribuir para o debate sobre a importância fundamental da tecnologia como elemento cultural da sociedade portuguesa de Oitocentos.

In 1872 a dispute between Portugal and Britain in India regarding a customs nuisance paved the way for a negotiation that culminated in the signature of a treaty between those two nations for the regulation of their relations in that part of the world. In the discussion (broadened to other issues besides customs), a railway from Goa to the heart of British India became involved, but it rapidly became obvious that that commitment was as heartily sought by Portugal, as it was rejected by Britain. In this paper we aim to analyse this diplomatic process under the scope of technodiplomacy. We aim to show that the technical sublime inherent to railways deeply influenced the negotiation and the ulterior application of the treaty in Portuguese India. We hope to contribute to the debate about the fundamental cultural importance of technology in the Portuguese society of the late 19th-century.
