Abstract

As guerras de 1914-1918 e de 1939-1945, tiveram como consequência o desmantelamento do império euromundista. Os EUA assumiram a liderança ocidental. Enquanto os ocidentais e soviéticos desencadearam uma sofisticação militar sem precedente, criando as armas de destruição maciça e o conceito de guerra cirúrgica, o resto do mundo desenvolveu o poder dos sem poder, das redes de guerrilha até às redes do terrorismo global. Os poderes emergentes vão tornando efectivo o direito à bomba. A capacidade de destruir a Humanidade está instalada e distribuída, sem governança internacional de referência.

The 1914-1918 and 1939-1945 wars resulted in the dismantling of Eurocentric world empire. The USA has taken on the leadership of the western world. While the Westerners and the Soviets embarked on military sophistication never seen before, creating weapons of mass destruction and the concept of surgical wars, the rest of the world developed the power of the powerless, from guerrilla networks to the networks of global terrorism. Emerging powers have made effective the right to the bomb. The capacity to destroy mankind exists and is accessible without international governance that can be taken as reference.
