envolve vários regimes políticos (Monarquia Constitucional, I República,
Estado Novo), o tipo de Estado que, em Portugal, acabou por se impor,
e indagar por que é que o seu centralismo elegeu o Distrito (e não a Província)
como a instância intermédia mais extensa na comunicação entre o poder
central e as populações, transformando as propostas descentralistas em
alternativas de contra-poder, tivessem elas uma orientação mais democrática
(self-government), ou propósitos conservadores e tradicionalistas.
Simultaneamente, procura-se surpreender como é que, a par da luta que
gerou o modelo de Estado vencedor, foram esgrimidos os vários conceitos
de Pátria, Nação e Humanidade subjacentes a uma disputa que só os
mais distraídos podem reduzir a uma questão meramente administrativa. By focusing on a diversity of political regimes (from the Constitutional Monarchy to the 1st Republic to the Estado Novo), this study covers a medium duration time span to look into the type of state formation which eventually came to dominance in Portugal. It is an inquiry into why the centralist thrust chose the District (as opposed to the Province) as the largest intermediate unit for the central power to communicate with the people at large, thereby turning every decentralist proposal - be it of a democratic (self-government) or of a conservative/traditionalist bent - into an alternative for counter-power. At the same time, an attempt is made to unveil the way in which, alongside the struggle that produced the model of the victorious State, specific use was made of a number of concepts - such as Homeland, Nation and Humanity - underlying a dispute that could hardly pass for a purely administrative issue. |
